NewPubScreen is a simple CLI command which opens a public screen using the
supplied name and screen mode.  The screen mode can be passed as an argument
on the command line or via an ASL screen mode requester.  The screen will
later close automatically with it's last window.  Included in the archive is
ClosePubScreen which can be used to attempt to close any public screen.
